Routers reporting as originating from an unknown country isn't normally a problem, they're just waiting for GeoIP to correctly to resolve them. In the latest versions of I2P+, routers originating from countries unknown are now indicated on http://127.0.0.1:7657/netdb which wasn't the case before.

Site availability is usually a transient issue, the network's often in flux and sites go offline and come back online later frequently.

As for issues connecting to other routers, that's a new issue I haven't heard of before, except perhaps for users in China.
