Network Database Problems Among Other Things
Most routers I'm connecting to are shown as being from an "unknown" country. When my router reaches over 1000 known peers, it starts to have problems connecting to them lately and I have to restart. I mainly use I2P+ if that matters. However I also see a lot of sites are down regardless of which version I use.

Routers reporting as originating from an unknown country isn't normally a problem, they're just waiting for GeoIP to correctly to resolve them. Site availability is usually a transient issue, the network's often in flux and sites go offline and come back online later frequently.
As for issues connecting to other routers, that's a new issue I haven't heard of before, except perhaps for users in China. If you're not running the latest available release (0.2.52-25+), you can download it from http://skank.i2p/ or via your console update mechanism on http://127.0.0.1:7657/configupdate .. feel free to head over to the #saltR IRC channel on the official IRC server for more assistance.
