Sorry, I forgot to mention this weeks ago. But I figured it out on my own. I basically just needed to shut i2p down before I deleted them.

Unable to Delete Torrented File
I accidentally clicked "delete torrent but keep file" instead of deleting both. But when I go to the folder to delete it manually, it doesn't work either.

I'd recommend looking for programs in C:\Program Files\i2p, more specifically i2p & i2psvc.
Maybe look into C:\Program Files\Java\[insert version here]\bin too if you're using Java I2P.
